The staff at NCA has assisted local communities in the development of land use Master Plans, which serve as the foundation for many funding and urban renewal opportunities. As a founding member of Vision 2020 in Massachusetts, Mr. Nangle has extensive experience working with local officials and community development staff to achieve the goal of managed growth to offset the effect of urban sprawl. A key element to successful Master Plans involves building upon the knowledge and familiarity with community needs maintained by local officials and in-house staff. Land use feasibility evaluations are also an integral part of project planning and design. Today land use planning goals often focus upon the resource preservation, low impact development, and incentives for creative planning. NCA has also worked with national and federal planning agency's including the Rails to Trails Conservancy assisting in the preparation of "Rails to Trails" guidance (Understanding Environmental Contaminants - RTC 2004) and the U.S. Army Corps of Engineers in the assessment and development of an ecosystem restoration plan (Malden River Ecosystem Restoration Detailed Report and Environmental Assessment- ACOE 2008).
